Members can report a user with a reason and optional proof.

/report member:@User reason:Insults proof:image.png

• Claim: assigns the report to one moderator.
• False report: marks the report as invalid.
• Sanction: converts the report into warn, kick, ban, timeout or isolation.
• Delete: archives the report.
